With regard to your post about pictures & art in the wizarding world-- I don't have answers to all of your questions (like why photos can't talk but portraits can't) but I might be able to provide some info: 1) subjects of portraits can either move into neighboring frames or into any other portraits of themselves that exist. (cont. in part 2)

(cont. from part 1) 2) Colin Creevey says in the 2nd book that he has to develop his film in a special potion for the photos to move. So I doubt all wizard art inherently moves-- in the case of photos they only move if developed with a potion, so logically the same would be true for paintings, or maybe artists paint with special paint or use certain spells. Either way, it seems an input of magic is necessary to create magical art, rather than just its creator being a wizard.
