Ooh, that's an interesting one! I think he and Toby would be best friends/prank brothers (kind of like the Weasley twins from Harry Potter, except not biologically related). People fear them when they get together - Toby plans the pranks and Hugo plans how they can get away with them.
He'd probably be one of the first people to realize that Jessica likes Toby, even before she does herself, and he teases her constantly about it but his comments/hints completely fly over her head. He also repeatedly tells Toby to ask his sister out already before some other guy does but the latter always chickens out.
He and Nick would have a neutral relationship - they know each other mainly through Toby but they're so different, they probably wouldn't have chosen to interact with each other of their own volition.
Lastly, he thinks Lucas is really cool. Any time Lucas starts a protest or anything, he's always one of the first people to get involved, especially if it's to defend him against people who might make fun of him.
