Kind of interesting, I suppose technically Dion would be emperor by this point in the story, but would he really want to? He didn't start a Civil War to claim the throne for himself, he just wanted Olivier out of the way and to restore his father to the throne. When Anabella (may she rest in piss) was goading Dion about him never being emperor, his response is basically "meh".

Plus there's the whole sidequest about Sabine and her father. The game in the quest makes it clear that the empire is dead and nobody wants it back except the people who were originally in power. Even if Dion lives in the end, I kind of doubt he would want to become the new ruler. And honestly after he nuked his own people, we can't blame them if they don't want him back.

My only issue with FFXVI is that we can't explore Valisthea's cities outside of the story

It feels like FFXII again where we couldn't go to the Rozarrian Empire but worse. I really wanted to go explore Port Isolde, Creag Loisgte, Oriflamme and Stonhyrr especially after the time skip and near the end of the game to see more of Valisthea.
