You harvest Amethyst’s tears from I can infer
You need a Rose Incense, which you get from a trainer in Peridot Ward. In Period t Ward, to the northeast of the Pokemon Center, there is a small grassy patch with a trainer there (I believe it’s a Doxy trainer class). You fight them, talk to them after the fight and they give you the Rose Incense. Thats step 1 finished.
After you have the Rose Incense, follow the Peridot Ward tracks all the way up until you reach the gate out of Peridot Ward. You shouldn’t need to go all the way, as you’ll see a Budew wandering atop the wall blocking Lapis Ward and Peridot Ward. I believe if you get close enough (as in, hugging the wall right next to it), it’ll jump down into you and you’ll have it added to your party or PC.

Dude I feel your pain. After watching it myself I cried so hard it made me sick. The series is brilliant overall, but what they did with Rumia was A+ work.
