Scarecrow is a scary person,it's his whole thing. But I thought it would be humorous and cute for him to be with a person that's the literal personification of cupcakes and sweetness.
S/o is the embodiment of classic Disney princesses like Cinderella and snow white,they look cute and act gentle and their voice is soft and breathy. But their partner? Oh no. Scarecrow is a horrifying nightmare demon compared to s/o BUT scarecrow has grown attached to his new partner and will go mental if they're messed with.
Jonathan begrudgingly let's s/o play with his hair,do his nails,attempt to sing to his crows,who to his surprise listen to s/o! He is intrigued whenever s/o spends the day humming and being kind. At first,he doesn't believe it's genuine,that they're hiding something but when he sees how genuine they are,his guard slowly drops.
If s/o is one of his patients,just in general not so much an inmate at Arkham,he's less likely to drug them with his scarecrow drugs. S/o might be so grateful for his help they might just cook him a warm meal.
They could meet each other in many ways, possibly s/o could be a singer at a jazzy bar Jonathan visits,or maybe while on a ride with his motorcycle gang he sees s/o save an animal from injury,or maybe s/o was visiting in the hospital and bumped into Jonathan, helping him up and apologizing. Either way,he's smitten.
Eventually,once he accepts he's down bad for s/o, he'll make a move, someone so sweet and kind would be at risk of being stolen away and injured right? So he HAS to get to them first.
He keep s/o far far FAR away from his work as the scarecrow so she doesn't get traumatized or hurt.
Over all it's a sweet relationship,but now for the ANGST!!!

If s/o was to discover Jonathan's identity, they'd be horrified!! (For plot convenience ofc) And pack a bag,planning on escaping,but Jonathan's essentially a drug lord mobster,he isn't gonna let his angel go,not when they've made him so happy. When s/o hurriedly grabs their bag to run out their house, Jonathan is just outside the door. "Going somewhere, sweetheart?..." Just as s/o tries to shut the door, Jonathan forces his way in, grabbing s/o by their wrist and pulling them back,sobbing and begging incoherently. "Shhhh birdie....crying won't help you now...you betrayed me...you tried to leave,you know what happens to the people who try to leave my life,I take theirs..." S/o is a sobbing shaking wreck as scarecrow shushes them. "No,no,no, don't do that...I'm not gonna kill you...I love you! YOU hurt me...and you have to be punished for that,baby,you know that.." he takes out a jack o lantern shaped pill tablet and presses it over s/O's mouth. "I do love you....so you're only getting one...but if you struggle or you don't cooperate,I'll make sure you overdose,and trust me... it'll hurt...I'll make it hurt..." S/o sobs and shrieks as they're drugged,the fear toxin in the drug causing absolute terror. Jonathan watches,holding his s/o tight as they sob and scream. He knows he has to do this,but part of him is miserable having to harm his angel,but they deserve it....right?.. he should leave them there to die,to suffer for hurting him...but he can't...he can't bring himself to even look towards the door,it's agony. He makes his decision and scoops his angel into his arms, hushing and cooing to her as he sets her on his motorcycle with him, ensuring she's securely on as he starts the bike. "Don't worry,angel..." He says tiredly. "I'm gonna fix you when we get home..."
