Oh man, I have a sort of weird way of viewing it because in one light it looks rather transactional; Vamp likely needed to be with Scott given that it's his duty as an assassin/mercenary to do his job and such. Maybe you can assume he just sleeps around to earn such a reputation, so people would assume that the fact that he's got undying loyalty towards Dolph could be translated as bisexuality, which is anti-climactic. His codename is based upon his sexuality, and I cannot ignore that.
However, in another light, as per the non-canon Snake Tales that are included within MGS2: Substance, we are presented a more melancholic and deeply emotional side of Vamp. Given we learn he lost his family in the church bombing, the idea of him sort of latching onto Scott could show that he needs something to fill the void of connection. Not just towards Dolph, but he feels a guardian-like sense towards Helena, who is Scott's daughter.
You see this with Naomi and how willing he is to have a connection with her to the level of him relying on her to put him to death and how he wants Raiden to die alongside him and how he switches from Solidus to Ocelot in terms of respect.
Though if you were to ask me what I feel IDEALLY about their relationship and how it plays out, I think Vamp is comfortable just watching over Scott and his family from afar so they don't get in trouble and wouldn't hesitate to kill anyone that interferes or puts them in harm's way. I'm not so good with this ship, sorry T_T
It may not be my TOP ship for Vamp, but it's definitely a relationship/bond that helps characterize Vamp in my eyes and helps us as readers know what kind of person he is.
But he's so handsome Otacon.
Dolph was iconic tbh.
