Despite the fact that 073 had experienced many centuries, events and pain, he most likely did not receive the proper amount of sensory stimulation. It's like this guy literally reflects any damage, it's unlikely that anyone will want to interact with him often, especially tickle him. Cain himself also tries to keep his distance. 073 will likely be very ticklish. He won't put up much of a fight, either, as 999 only wants to make Cain happy.
