UIU is considered quite shorter than the average goi human, standing by only 6'0 ft. The reason why they're so short is determined by how strong an organization (how many personnel, military forces etc etc) is and well the UIU isn't funded... quite well, their personnel often don't have the motivation to work since most came in as a punishment kinda.
They're often anxious and considered "weak" but compared to other GOIs they're actually the healthiest mentally. Due to their short height, they can interact with their personnel without any problem unlike other GOIs. UIU generally hangs out with their personnel, their relationship is equal to another instead of the boss-subordinate dynamic in other GOIs. UIU pretty often motivates, brings pizza, Chat with its personnel etc.
Design Wise, I choose a sheep. It often represented as innocent, gentle, community, vulnerability, or weak etc
Also it looks cute with their horns
Why they have small eyes is, actually there is no reason why I choose it. They Often wear glasses (which change depending on emotion) since their small pupils male them look like they're pissed.

Lying to the foundation was dangerous. Lying to Dr. Clef was even more dangerous and a lot harder to do. 13 knew this as she sat across from the terrible fashion sensed doctor as he chowed down on some french fries from her tray.
"Oh sorry about that." he started as 13 cut in with;
"Don't. You aren't sorry, so don't act like you are and just tell me what you are actually here for. I am not in the mood for games." 13 stated firmly as Clef just smiled more.
"So you know who I am?" he inquired with a mocking seriousness that was meant to be nerve grating. Luckily 13 was use to assholes doing this to UIU, so it was infective to her.
"No. But you're from the Sudden Careers Paths so I figured it dealt with some job." 13 said making sure to emphasize s, c, and p. Clef smile twitched as 13 did her best not to change hers currently.
"Clever girl." Clef joked, seeming more tense. Him quickly signaling something right as 13’s new partner, Laura, came in and over to whisper something quickly to her ear. 13 doing her best to remain came at the news.
"Sorry Clef, work calls." 13 said, getting up, as his hand snapped out and painfully grabbed her arm. 13 locked her eyes into his as he growled out.
"No it doesn't you fucken reali.."
"Actually we do you bloody…" Snapped Laura as they pulled her from Clef's grip when a bullet cut in. 13's eyes widen out of shock as it flew where she had originally had stood. Laura shoved 13 to the floor quickly as another bullet followed afterwards. Laura then hit the deck before they open-fired on Clef as 13 pulled out her weapon as the fast-food restaurant fell into chaos.
13 and Laura lost sight of Clef shortly after that as they stayed huddled with the crowd to a back up car and taking off. Henry hearing about this was reasonably upset and ripped the operator a new one of it. 13 received a letter from the O5 council that this was a misunderstanding and wouldn’t happen again. The target did look similar to her and the timing had been reasonable bad. 13 couldn’t blame Clef for it really, he was just doing his job.
She then got up and left her office, the paper shifting to just a plain piece of paper on her desk. She let out a humored huff. Clef had been so close too. She really didn’t lie about what she could do, just misdirected it a lot. But Clef nearly forced her hand, and that scared her a shit ton. Not because he could of killed her, but of what she might have done in trying to defend herself and the innocent people that could of been caught in it. Not that the scenario that had happened was any better. 13 then brushed it away, as Laura waved her over to the coffee cart to chat.
Agent Matthew had borrowed SCP-978 to get a better idea of Henry’s new experiment team. He wasn’t comfortable with the idea, but the O5 Council assured him it would give them a better grasp of who they were dealing with. Still it was an order and Agent Matthew knew better than to deny them without better reasoning than invasion of privacy. His list of names were: Agent Reality, Agent Drummer, Agent Space, Agent Time, Agent Theory, Agent Stinger, and Agent Quantum.
Matthew knew he wouldn’t get Agent Drummer’s or Agent Stinger’s as both had killed a SCP at the cost of their own life in return. He felt a bit bad for both crew members as Matthew felt deep regret for Agent Drummer. He was the reason the man died. He could have saved him, and with the way Agent Reality had fought to get back to the man. It just hurt more. She broke her arms trying. Matthew then grew curious what her photo from SCP-978 might look like.
Agent Quantum was him eating at a fast food joint alone. The photo revealed him standing at the head of the GOC as the UIU burned to the ground. 13’s bandages held like a trophy on Agent Quantum’s belt.
Agent Space was tinkering with some box while cursing. The photo showed her in Nasa, working on the next Rover. This one was set to hopefully land on Venus and survive it for 3 months at least by some small text on a computer in the background.
Agent Time was tapping his watch as the photo revealed him hugging his parents crying while looking much younger. The shop window showing a terrible car crash next to them.
Agent Theory had turned and smiled for the camera despite Matthew being nearly hidden. The photo revealed Agent Theory accepting a nobel peace prize. Their smile wide as the city behind them looked very futuristic and very little air pollution for its size.
Agent Reality was of her smoking as she looked far away in her mind. The end result of her photo was of her sitting on the back porch of a nice house. She was in a retailer’s work clothes as she was joyfully laughing with a group of people with blurred faces. The retail store shirt was a business that had gone out 30 years back. The house was a condemned building.
Most of them seemed normal and he actually had to smile at the high fantasy some had except for Agent Quantum’s which had a red mark on his file. Henry not amused as Agent Theory had informed him of something being up. The O5 Council reluntly sharing as Henry seemed mostly pleased with the end result. Agent Matthew hung onto a copy of the picture of Agent Reality, half wondering what it might mean to her. He hoped to maybe ask her one day.

13 was working out in the gym as Agent Quantum, Ted, came over and watched as 13 finished her last rep. He offered a hand out which 13 declined when she noticed it was ungloved. He laughed, putting his gloves back on.
"Nearly had you on your own advice" Ted stated as 13 nodded in agreement as he carried on "Like you almost willing took it. Wonder what I would of saw in there."
"Nothing good. I'm not sure, but I think I have seen an incognito hazard. Not long enough to do damage to me as it's in my subconscious. But it could harm you, so my advice don't go swimming in my head. You might not make it out" 13 said remembering Site 13 and all it's horrors. Ted chuckled as he pulled her close as she lost her balance.
She yelped as she hit the floor ass first, then her head as pain shot through her. Ted saying something as she groaned, reaching to be helped up. Her hand being instantly embrace as two fingers and a thumb where pressed to the side of her face. 13 didn't even get a moment to scream as Ted entered.
She felt him land in the past at Site 13 where she had woken from her last encounter with an escaped anomaly. She felt her chest tighten as she saw the face of Matthew and how his bones still didn't make sense. Eye sockets where they didn’t belong, bone structure twisted into spirals and parts missing that are need to exist. Ted then turned to see the incognito hazard. 13’s mind blocking it for her with a reality bend, but not for Ted.
She was then on the floor as Ted had pulled away with a terrified scream as he began to pour smoke from his mouth and nose. 13 just scrambled back to the wall as she sobbed in horror. More smoke appeared as ted tore open his shirt where his chest cavity glowed bright. It was like an x-ray as 13 could see the man’s bones and outline of his organs. Ted bellowed out, in pain,
“THIRTEEN!!! YOU MONSTER. WE’LL GET...AAAAHHHH!!!!”
Ted didn’t get to finish as his organs exploded into flames as 13 was trying to become one with the wall. Ted had drawn closer, before dropping to his knees as the flames grew higher in his throat, coming out his throat. His eyes locked on 13’s before they melted like taffy under an open flame as fire soon appeared in the empty sockets. The fire then retreated before a large blast flew through the area. Glass shattering, walls cracking and a high pitch ringing was heard for a moment.
It took 13 a moment to look around and force herself to check for any writing. Nothing, but she made sure with a small reality bend to the damaged area just in case. Not wanting anyone else to share Ted’s fate, even though he had brought it upon himself. She hardly had time to catch her breath as other agents rushed to the area. 13 slightly thanking the stars it was night time for this event as she was led away by Bobby.
In her room, she fell apart before reporting to Henry as a disheveled mess. Henry didn’t push much, understanding 13 was trying to give Ted advice when it came to her mysterious past. He admitted he was curious, but he doubted 13 would keep anything too secret from him. She was grounded until an investigation was done, which 13 understood. Once dismissed, Bobby dragged her to the caferitria for some white hot chocolate to help her feel better.
