AWCY's goal is to do art installations. The artistic idea here is that (people afraid of a shark) are more dangerous than (an actual shark). Humans who've abandoned order to embrace panic and chaos are more dangerous than natural phenomena.

They could have put 1 shark in the pool.

They could have put 0 shark in the pool.

Instead, they put -1 shark in the pool. And they were right. Only 3 people were mutilated by the absence-of-shark, and one of them lived. But 5 people were killed in the panic. -Voct, scp-wiki
