According to Indian Petroplus analysis, the Rs 1700 crore seismic package was structured as an integrated acquisition and processing contract, significantly narrowing the realistic bidder universe.
The seismic tender structure required bidders to handle both offshore data acquisition and onshore processing within India, while also mandating full-scope participation. By disallowing consortium bids, ONGC effectively removed the option of capability sharing, restricting participation to fully integrated global players.
Additional filters such as high financial thresholds, restrictions on subcontracting key activities, and controlled payment structures further tightened entry conditions.
