In Sleepy Life of SERVAMP volume 11, within the rough illustration section, there’s an image where we see Mahiru praying to his mother and then holding someone’s hand while walking with them. In the next panel, a person with glasses is shown looking at Mahiru, then turning away and walking off. After that, Mahiru looks back, only to find no one there.
At first glance, it might not seem like this person is Tsubaki, since at that point Tsubaki has no reason to pay attention to Mahiru—he doesn’t even know who Mahiru is yet. Instead, I think this figure might actually be Touma. My reasoning is based on SLS volume 13, where in the rough illustrations section, there’s an image labeled “Yumikage vs Touma,” clearly showing Touma wearing glasses.
Since Tanaka Strike is known for leaving subtle hints and foreshadowing in all sorts of places—be it SLS, 4-komas, or bonus illustrations—it feels deliberate. So, it’s very possible that the figure with glasses shown watching Mahiru in SLS vol. 11 was actually Touma.

I think the first sketch is Tsubaki. C3 did have a hold of Tsubaki at one point. Perhaps this was when Akira had possibly worked there. There may have been some form of communication between the two. Enough of something for Tsubaki to acknowledge that Mahiru is her child.
Who knows, maybe its Tsubaki that gave her hints on how to revive someone...just to see what she'd do with that knowledge.
The second sketch I believe is a outline sketch of the one page of...forgot what chapter...of Touma fully using Tsurugi as a puppet against Yumikage and Kuro. The mark on his cheek is his scar.

Hi!! Just checking but you mean this illustration in SLS volume 13, right? I might have overlooked one but it's the most prominent one I could find.
To me, this looks just like Touma's scar to be honest with you.
This of course doesn't mean that your theory is incorrect! It could have well been Touma who was shown in SLS volume 11. I don't know how old those sketches are, and there are several characters who have had details of their appearance tweaked even after their first canon appearance. Did you know that Lily's scarf originally had tassels?
But I also think it is fun to consider the implications of it being Tsubaki who Mahiru once saw as he prayed to his mother. You are right when you say that he wouldn't have reason to be there for Mahiru, but it would be interesting to think of why he may have shown up for Akira and the ways in which their paths might have crossed.
