It was heavily implied that Gerald brainwashed him. Which for that reason, I kind of have my own head canon to explain why Shadow had forgotten Maria's promise. Because how and why would Gerald have access to Shadow while imprisoned? I figured that Shadow himself was the direct cause of his forgetting Maria's promise through suppressing the memory. I felt like, he was just so angry and betrayed by the people of the planet that Maria loved so much that he erased the truth of the promise.

So only through Amy did he look through the veil of anger and finally realise the truth. But uhhh, head canon...head canon everywhere. As for Shadow's current characterisation, I agree. Sonic Team don't know what to do with the guy, so yeah, the characterisation is foundering. Same as Knuckles lately with Boom. That portrayal of Knuckles needs to stay far away from main canon.

According to the wiki, GUN forced Gerald to continue his work on Project Shadow while he was imprisoned after the ARK disaster, and Gerald was thus able to manipulate Shadow’s memories under the guise of perfecting his project. They were likely under heavy surveillance, and that was why Gerald was later executed and Shadow essentially stuffed in the fridge for 50 years - GUN realized he was up to something and decided that it was too dangerous to allow him to keep working even under their watch.

But I do agree that as far as Maria’s promise specifically, that might have come from Shadow directly. Gerald could have imprinted in him the desire for revenge, but Gerald wasn’t there when Maria made her final request of Shadow. I imagine that Gerald’s tampering and Shadow’s own grief and anger caused a conflict in Shadow’s mind, which he resolved by mentally altering his own memories of the event to include a request for revenge on Maria’s part. (People do that all the time normally - it’s why eyewitness testimony is so notoriously unreliable, something as small as asking someone “Did the criminal have a mustache” can cause memories to be altered - and Shadow’s memories were already being tampered with to begin with, so it’s highly likely that something like that could happen.) And the fact that he was standing in the same spot he always had with Maria, and Amy used words almost identical to Maria’s final request, helped jog his memory.
