So, is it safe to assume that Crow is possibly the only person aside from Asuka who fully comprehends the process of how Gears can be created? Also, is he the only other person besides Justice who can answer the mystery behind Dizzy's true origins?

There are other scientists who tried to understand how Gear Cell Theory works: Sheevus (Lightning the Argent), Raymond (GG Judgement), and Leon Mining (Night of Knives) came close to comprehending it… but haven’t gotten as close as Crow has.

Justice actually may or may not have been aware of Dizzy’s existence (Jack-O’ seems to be different from Justice, so we lack details on that).

We’ll just have to wait and see on Dizzy’s mystery.

How exactly was Sheevus able to salvage the resonance attribute to incorporate into Solaria, given that even Asuka didn't know about it?

It wasn’t really a “salvage”, because what he was doing was “breeding” his own Command Type Gears, based on the limited specs he was able to obtain from Justice.

However the process was not perfected, as he required young children to serve as a base (which was why there were kidnapping reports in England at the time).

It was because the process wasn’t perfect that twins like Marina and Solaria who were “compatible” with Gear Cells, still weren’t able to become true Command Types.

Solaria was unable to “sing” properly, and her songs had an adverse effect on Gear Cells and those who carried them.

Marina, though she didn’t become a full Gear, still bore the “Seal of Justice” which was made in preparation for her eventual Gear conversion, though that never happened, based on Malbeth’s report to Ky Kiske.

Just how powerful was Sheevus when he fought Ky in Lightning the Argent? Did he have any unique abilities as a Gear?

According to the novel info given, he was wild and insane at the time he was converted. He had no stable mind at that point and was out of control.

It might be because of that, that Ky was able to fend him off with his Magic abilities alone until Sol gave Ky the Thundersealed Sword back.

Not all Gear conversions are safe and stable, sad to say… Testament and Gig are some examples of tragic results.
