I thought I had run into my first quest-breaking glitch. There was a shadow and a voice, but no character I could speak to. (This is for the Sheogorath quest.) I'm playing on XBOX, so no console commands. Wasn't sure how to make this person appear.

Finally I thought maybe something will happen if I pick the locks on the rooms. I didn't get into any trouble whatsoever, but when I entered room 1, there she was, pacing behind the door. And nothing seems to make her change her behavior. Someone call the shaman.
