What she means: the new Psycho-Pass movie featuring Kougami is titled On the Other Side of Love and Hate, and has him rescuing a "beautiful girl" from an "Asian city". Since Akane is absent from the other installments or any promotional art, it is safe to assume that she is the girl that Kougami rescues. Perhaps the title is referring to how Kougami has operated fueled by hatred all the past years of previous installments, but with Akane he finds the other side: love. And if this happens, I will ascend to another plane.
