BLI funded a division of military charity workers who were first known simply as Angels of the Zones but later called Divine Division. They were given the new name after BLI made part of the workforce act as keepers of peace around the city and in the first two Zones.
There are four levels of the division: Seraphim, Cherubim, Archangels, and Angels. Though they all serve the same purpose of defending and serving, Seraphim and Cherubim are used in high-level situations. Archangels and Angels are more like foot soldiers.
Cherubim, Archangels, and Angels are used as diplomats for the Zones. Part of the division’s outreach program is to bring supplies to aiding towns who apply for a “subscription” to the program. Of course, agreeing to a subscription means that the town is now under BLI control, to an extent. Divine Division does regularly check towns on the subscription list but members of the division are more lax on BLI contraband protocol, unlike Draculoids or S/C/A/R/E/C/R/O/W.
Divine Division is more or less popular in the Zones, especially since they bring a bit of order to lawless towns. Some people thought the Seraphim and Cherubim were actually robots, due to the kinds of armor and helmets they wore. But both are human and both can die, though rumors say they can’t because of how well their armor protects them.
Seraphim and Cherubim armor has anti-gravity pads on the feet that allowed the users to glide across the sand and rocky terrain. The armor also has low-noise jetpacks, which allows the user to hover and fly at very low altitudes. These installments let them monitor Zone activity without being noticed or let them sneak up on potential threats. Cherubim typically did day patrol since their armor came in light blue/white. Seraphim armor is black and they patrol during the night.
There is only one Seraph currently in the division. Known as the Silent Seraph, Akashi Ono presides over all Divine Division missions. He isn’t as popular as previous Seraphim, let alone Cherubim, but he is fair in his actions. As one can guess from his code name, he doesn’t talk much, if at all.
Archangel armor is the “lightweight” version of Cherubim and Seraphim armor. Archangels can hover but they do not fly.
The upper part of the division, Seraphim and Cherubim, are on temporary suspension due to budget cuts and recent deaths within the division.
