Kerasil Oakvine, Captain of Silvenar
If you're a diplomat or a dignitary or anyone in between, your visit to Silvenar most assuredly was organized and watched over by the Captain of the Guard, Kerasil Oakvine.
Born and raised in the city of Silvenar, she is a proud Bosmer who commits herself to the safety of her citizens and an extension of the will of the Silvenar. Very little happens in the city without her knowledge and it does not matter where one hails from, they must pass Kerasil's judgement before ever reaching the Silvenar.
She does not tolerate empty flattery or mock politeness in the guise of political barbs. To say the least she does not look kindly upon those who would belittle her people and the religion their whole culture is based on. The Bosmer people have accepted and welcomed their Altmer and Khajiit allies with open arms (for the most part), the least they could do is pay the respect back to them.
When not stuck organizing welcoming parties and patrols for important dignitaries, Kerasil is personally training her guards for their roles. Patrols, scouts, armed forces, archers, every single man and woman who pledged themselves to the safety of Silvenar have been personally taught by Kerasil at one point.
It is unfortunate that most of her best scouts and soldiers have been drafted into the Three Banners War for the glory of the Aldmeri Dominion. This does nothing but encourage Kerasil to train a new line of guards to protect the home.
Some would say that Kerasil is serious for a Bosmer. Lacking the lackadaisical personality most attribute to her people. To this she would scoff ask why she shouldn't be, especially the role she plays in her city. Not only are people coming to the Silvenar for spiritual guidance and advice from their leaders, outsiders from the Aldmeri Dominion are also arriving asking for inane things like mediation between different warring groups or permission for a trade route through Malabal Tor.
It is a lot of people moving in and out her city, and she needs to stay aware and alert at all times. Her organization is what allows peace in the rest of the city, she has no time for glee and gladness until she personally knows that it is safe to do so.
In private, and in privacy only, Kerasil will admit her serious personality came about in the early years of the alliance and having to look 'competent' and 'respectable' especially to their Altmer allies. If she had it her way, she would be a bit more relaxed and cheery in front of her people.
Regardless, whatever she needs to be and however she presents herself, it is ultimately for the good of the city of Silvenar and her people. There nothing she would not do to protect them, no distance she would not cross to shield them, and nothing short of death itself that could stop her. Even death itself would have trouble putting Kerasil down before she stands back up.
