I think it's Palamides, because npcs towards the end of the game mention that a new volcano is forming offshore due to the earth changes. I think that would explain why a water temple has volcanic elements that may be more recent developments.
Yeah, then that would make sense, especially if some unspoken number of centuries (millennia, even?) passed between Palamides existing in Berseria and Mikleo’s exploration of it in the epilogue. Plus, if there’s earth changes . . . it would also explain why Palamides also appears to be entirely inland by the time Mikleo’s exploring it, since it was sinking into the sea and flooding during Berseria’s time. At least, based on what we see of the exterior during the cut scene.
