So I imagined that at the end of The Sims 2 PSP, after the player defeats Doctor Dominion, he just left Strangetown but remained nearby either in Downtown or Bluewater Village before he could actually leave somewhere else to remain free from the Plumbob's control. In that time, Circe Beaker managed to contact him and leave a little baby with him, product of the mind controlled relationship he had with her. So he was forced to take responsibility of his kid who he named James.

Based on this, once free from the Plumbob's control, Dominic just decided to have a life where he decided what to do, when and how, this reflected badly in Jimmy as he wasn't taught the required toddler skills, they struggled financialy, couldn't buy any toys/stuff that he wanted and were visited by the repo man several times. In the world of the Sims there are two religions about The Watcher, The Peteran church believes that the Watcher is a loving and forgiving god, while the Jacoban church believes that the Watcher is a vengeful and merciless god. Dominic inclined more into the beliefs of the Jacoban church, so Jimmy was raised to believe the worst growing up, and by seeing his life, he simply believed that the Watcher does not watch over him. When we play Mouthwashing, the moment we start controlling him, he realizes it, we are The Watcher.
His delusions of fixing everything increased by our presence, tho we cannot do anything. Its too late.
