The Serpent's Hand
The Serpent's Hand is an underground political movement operating in strict opposition to the veil of secrecy imposed by groups like the Global Occult Coalition or the SCP Foundation.
Somewhat lead by The Black Quean, daughter of Site-17 Foundation Director, Dr. Gears, The Serpent's Hand believes that the veil oppresses both the anomalous and the people it keeps ignorant.
All you need to do to join is to say you're a member; it's less of an official group and more of an ideology. The often-considered true organization of The Serpent's Hand make's its base of operation in The Wanderer's Library, a pan-multiversal faerealm library that was created by the forgotten Concept, an archivist of blue and white, these are the ones directly lead by The Black Quean.
A challenge often posed to The Jailers and The Book Burners in regard to civilians is simply "The only way to be safe from something you don't understand is to rely on someone who does."
In their view, they put themselves in power by controlling what people know. It's much harder to defend a demographic you don't even know exists, and it's much easier to control someone when you've made yourself their only means of safety.
All of this culminated in the veil hunt. To The Serpent's Hand, this genocide of anomalies was proof of everything they've been saying for who even knows how long. The Book Burners earned their title during this event when they tried to attack the movement by destroying The Wanderer's Library, they failed, they lost much more than they took; but they took an entire wing of the library.
Even with the backlash, and the reforms after, this proved that the veil was a weapon and a tool of oppression.
