I've been procrastinating this portrait for ages because I had a very specific look in mind but I wasn't sure I could pull it off. Despite some minor errors I'm really so pleased with this one<3 I had an ungodly number of layers for no reason.

Administrator Homin rose to political power on Emtion in the late 8th century, after using a tumultuous cultural climate to unite the, previously warring, two factions of the planet under his command. 

In an attempt to smooth things over with him after catching wind of his volatile anti-Persling rhetoric, Persin entered into the flagship model of the Gardenian Harmony Project with Emtion shortly after his assumption of the mantle. This organization sought to hold both planets under a peaceful trade agreement while treating each other as equal and homogeneous political entities. This failed when Homin started the 9th Century War, claiming Persin to have cheated his people out of a fair deal with the GHP, on top of centuries of similar economic and political backstabbing.
