To answer your question about mods, have a look at the 2011 (or is it 2012?) 'graphics overhaul mod' for Morrowind. I think it's up to version 3.0... there's a few videos of it on YouTube, and it makes a 2002 scenery look like a 2008 game. :)

I've actually already downloaded this, my only problem is I don't have the bloodmoon expansion pack therefore the mod doesn't run without the system files from that ):
