Welcome to Slobnik
The name of the Transylvanian town was Slobnik at one point and it seems to have stuck around for awhile considering Luc Desmarchelier's blog dates some of these images as early as 2007 and Todd Wilderman's art of the town dates to 2010.
Upper Slobnik 2007

I'm not exactly sure on this but it seems like the town might've been separated by a river. There are a lot more pieces exploring the lower side of town than the more ornate upper side, I think that one piece actually is the only one of it. Lower Slobnik in comparison has a very industrial look, you can see factories, billowing smoke, nuclear reactors and more modern style buildings towering over and clashing visually with the ones below it. If you look closely you can see a statue.

Another view of the town from above, lower Slobnik clearly. I think it's interesting the layout has stayed consistently the same with the river as it's defining characteristic.

A close up of the streets of Slobnik, you can see the statue here too. The space seen above and here seems like a town square.

There are a lot of concepts exploring the town from factories to a school so no doubt it would've gotten some focus, it even had a name at one point. Very different in comparison to the final movie where the majority of the time is spent almost entirely within the hotel. I think Noelle's art only enforces this as the focus is Mavis exploring the town.

"I worked on some early versions of #hoteltransylvania One very early conceit was that the monsters had declined in their scariness and lived amongst the villagers of a small Transylvanian village called Slobnik. I did this concept drawing of #dracula working as an assistant manager of a Transylvania themed pizza joint, like a Chuck-E-Cheese."
