could a Snake- receive the suffix -step?

I'd say so, yeah. It's one of the awkward -step uses, but everyone in the Clans (so everyone who matters) would know what it's supposed to mean.

snakestep wasn’t the greatest father to his children in riverclan, but not because he hated them. he was just...aloof, always kind to them at gatherings but often forgetting to make any effort beyond that. (wip)
