French was definitely a special case, mostly because of his (good) reputation. Caspar and Pallas had encountered him before in the field (never on too bad of terms) and Balthazar had been tracking his activities as a minor side project, so when French was suddenly released from his contract to a minor rival family from out of town, the Upper House agreed to allow Caspar to scout him, in the manner he deemed fit, as a trial.

As alluded to in the Prologue, French’s hiring process wasn’t your standard fare; he was actively courted by the family yet still found himself having to prove his worth multiple times before the Upper House agreed to make him a full offer.
