The Social Vulnerability Index is determined by a number of factors such as poverty, education levels, housing quality and other issues like lack of access to transportation. Many minority groups have a harder time when there is a natural disaster and much more a pandemic. Data shows that there are disparities shown among racial and ethnic groups with pre-existing diseases. In understanding the data there should be a push in creating policy and programs that promote equity no matter the income of a household.
