Tartaglia is this old, myopic and stuttering/stammering doctor, which is why is called Tartaglia.

Tartaglia/tartagliare literally means stutter.

I read this fic where Zhongli was like: "Tartaglia is this old romantic figure, the only one never to be seen with a mask on. To represent sincere love."
