I believe Sonar isn't that strong. He's got some muscle but it not crazy or anything. This, however, will not stop him from putting you in a chokehold anyway. The first time he did it, he was just sitting with you scrolling on his phone. His arm was around your shoulder and he just subconsciously put you in a gently chokehold, squishing your face between his bicep and forearm. Once he found out you liked that a lot, he literally never stops doing it. He also welcomes you biting his bicep with open arms, it makes him feel incredibly strong. He also may or may not start working out more for the sole reason that you like to be put in a chokehold.
As for Robert, I think youd have to ask him for it to ever happen. Robert had a lot of past trauma and just wouldn't want to put his partner in a chokehold for no reason. When you ask him though (in the middle of sex), he obliged. Robert lost a lot of muscle from being in the coma but he still retain some, plus with him working out in his free time, his bicep his a good size (bigger than Sonar's, smaller than Flambae's). When you first bite his bicep, he pulls away immediately, think he was going to far and you were trying to stop him. After explaining you just like biting his bicep, he'll absolutely go back at squishing you face in a chokehold.

“And,” he added, his hands speeding up with renewed enthusiasm, “it’s impossible to surprise you when you can somehow hear me fumbling with wrapping paper.”
He gave you an eager, boyish smile, then gestured toward the bedroom door. “Wait in here for ten minutes, okay? No peeking. Just consider this... a reset.”
You gave him an exasperated but loving look, signing, “Fine. Ten minutes. Don't be weird.”
You closed the bedroom door just as he grabbed the abandoned t-shirt and hustled back toward the living room. “It’s me,” he signed, tapping the plushie. He unwrapped it quickly, revealing a soft, dark gray bat with disproportionately large, white eyes. “For your desk at the SDN office. You know, for when I’m out on dispatch and you can’t see me. This one will always be waiting.”
