two things:

fundamentally tony stark is a control freak who believes the only way to stop bad things happening is by giving him specifically more control and more power, so killing bucky = taking power away from bucky (and more importantly, steve, who refuses to bend to his power), which puts him back in control of the situation

he refuses to accept that the people who run organisations are culpable for the actions undertaken by the organisation and prefers to blame actions on individuals so he doesn't have to acknowledge the blood on his own hands for the actions of stark industries

the first time he ever truly faced a repercussion for his actions was iron man 1, and his response was to create the iron man suit and kill everyone who made him feel helpless. it's all he knows how to do.

Imo Gansey shouldn't go to college, at least he shouldn't do a traditional four year program in an ivy league. He should do anything else! Get seasonal park ranger jobs, do college part time and take 8 years to get his bachelor's, do anything but the traditional college experience
