Do the traffic cones have any basic knowledge like shapes and colors or do they have to learn all that from road wiz?

How does The Road Wizard feel about the Hermit Cones from Mario Kart World?

The way their head works is to first show what “specialty” they’re in right now and level of danger they feel somewhat. (Ex: Red is DANGER DANGER, Orange is definitely dangerous, Yellow is caution so they have this color most of the time, Blue is when they’re informative. I’ve been researching color codes too much).
So for the first question, for their other forms, the symbol just changes in correspondence to the form.
For the second question, the Wizard can’t really express mouth expressions via sign symbols from the way their face works.

I know we saw the whistle already (which reminds me, you still need to name that one), but does the Wiz have any minions exclusive to his other forms, like Water Wiz buoys?
Personally, I don’t see the whistle as canon as that was just a fun idea, rather maybe the cone minions also change forms? I dunno, it’s an idea in my head so far. I do find the cones => water buoys very clever though.
For their suit though, they have a suit underneath.
