In a multiplayer game, do you need to discard cards only at the end of your turn (if you have more than seven) or on opponents' cleanup steps as well? Relevant in Commander a lot.

A player only has to discard to their maximum hand size at the beginning of their own cleanup step on their turn. Players don’t discard during the cleanup step of their opponents.

What does it mean when you and others say a mechanic is "parasitic"?

It means that a card requires other cards only found in the block it is from. For example, imagine a card that says "Vikings get +1/+1" but the only Vikings in Magic are in that block.
