My reply to an Iskolar ng Bayan who still wants to justify STS

Hello! Hindi to hate comment, actually informative to at may bahid ng pag-ibig #charot Gusto ko lang i-historicize na noong ipinatupad ang STFAP. According to the UP administration’s 1989 primer, the STFAP adheres to the following objectives: to “reduce the large state subsidy” and “increase the total UP income from tuition and other fees.” After approval, tuition at flat-rate of P 40 per unit rose to P 300 per unit. Come 2006, UP President Emerlinda Roman formed a committee to revise the STFAP.The result: from P 300 per unit to P 1,000 per unit. Noong 2012, Bracket B Certification – 1,000 per unit naging 1,500 per unit ang base tuition for Batch 2011 above. So ayan, 2014, e di STFAP naging STS, 1,500 per unit to all batches. The University then resorts to austerity measures that hamper the improvement of UP's quality. Kahit sabihing kuhanin natin from tuition ang funds for improvement, hindi sapat. :) "..or further state funding can compensate for that." - E di iyun, sana nagets mo na dapat talaga from the state and hindi bulsa natin. Besides, pare-parehas tayong nagbabayad ng tax (E-VAT) My points are medyo simple naman to counter or enforce your points din :) 1. Hindi lang naman education ang inaatupag ng UP eh. - Oo nandiyan ang mga research na hindi na kayang pondohan dahil nga walang budget. UP is already a national research university. The government looks to UP for things related to S&T, like yung sa Cocolisap, etc. Tandaan na 18 bilyon ang hinihingi taun-taon ng UP sa gobyerno, tapos wala pa sa kalahati ang inaalocate sa atin. Paano na ang ibang inaatupag ng UP diba? e di siyempre internally generated yan, or in short, galing sa atin :) 2. Hindi lang UP ang pinapag-aral ng gobyerno - Oo nandiyan ang PUP, PNU, etc. etc. at pare-pareho lang na may budget cuts. Tapos siyempre primary and secondary education, tapos nandun ang problema sa mataas na student-teacher ratio nila. Ewan ko, pero naisip ko, 60,000+ ang pinapag-aral ng gobyerno sa PUP, tapos 12 pesos per unit sila. Bakit tayong 55,000+ hindi? Anong meron diba? Oo oo binabayaran tayo ng taxpayer's money, pero diba nga kulang ang binibigay na budget sa atin? Tapos hindi sapat ang internally generated income ng UP to compensate the deficit. Kaya dapat the taxpayers should look at the government and ask "Hoi nagbabayad kami sa edukasyon nila, tapos hindi niyo bibigyan ng budget school nila, tapos sila ipambabayad niyo instead? Kaloka!" 3. Hindi lang edukasyon ang ginagastusan ng bansa - Sa 2015 budget, halos kalahati ay lump sum or discretionary spending ni PNoy, eh bakit hindi na lang i-channel sa edukasyon, kalusugan, pamamahay and other basic social services? Para naman 6% sa edukasyon and so on. Eh kung in good faith pala ang DAP, bakit hindi linaan sa basic social services? 4. If we can provide more socioeconomic justice in our tuition sytem, UP can provide better education quality sa presyong pinoy. - True justice in our tuition system is by democratizing the access to UP Education, by removing the obstacles that limit the access of the poor to education not just to UP but to tertiary education as a whole. Diba UP was reputed before as the school for the poorest of the poor. But tignan natin na dahil tumaas ang tuition pero ang minimum wages ng manggagawa hindi nakahabol. Ang mga mahihirap patuloy na naghihirap, hindi sila nagbebenefit sa economic policies ng govt kaya tayong mga middle-upper class ang nasa UP diba? True justice means that UP not only becomes accessible to the poor, but also gets the budget it direly needs for R&E, Maintenance, etc. etc. In short, kailangan natin tanggalin ang Socialized Tuition System na talagang flawed from the start at indirect form ng pagtaas ng tuition, i-rollback ang tuition para mas maraming mahihirap ang makapasok sa UP, tapos sama-sama nating i-assert ang higher, sufficient state subsidy and budget hindi lang para sa benefit ng students kundi na rin sa nation-building natin. :) Nakikita na natin na may problema talaga sa sistema, at kapag patuloy itong tinatapal, wala din. Nandiyan pa din ang problema sa sistema :) #OoDapatScrap P.S. Students from University of the Philippines flooded the social media with complaints regarding the Socialized Tuition System bracketing results. Most of my friends experienced bracket sliding - from 80% discount to only 40%, others have gone from 80 to no discount at all. I didn't experience first hand the effects of STS since I have a scholarship in disposition which answers my school fees. However, this does not stop me from being angry at the kind of injustice and unfairness a state university can give to its alleged Iskolar ng Bayan.

Stop the reforms. Scrap STS. Flat rate tuition.

Well god damn. Gad fucking damn.

I come from the era of 300php/unit. We had dirty as fuck CRs with no water, hot as fuck classrooms, cramped as shit registrar’s office, no campus wifi, no computerised library, and a stupid looking ID that is LITERALY your photo and a piece of bond paper that says UP, your name, college and student number, sandwich between two sheets of plastic. Our registration was all manual. It takes forever to get a single subject and you will have to exchange blows with the rest of the UP student population to get a slot for PI100 (PI10).

300php/unit may not that much but consider that I come from a time when McDo meal#1 is 19php, Ikot is 1.25php and a fishball is 0.50php a piece. It was still a good sum of money. Nothing compared to other top schools but still money my parents and millions of tax payers worked hard for.

I was naive and I had an affinity with rules. I hate breaking them because there’s no way I can pull off cheating. Mind you I cheated once. 2nd exam in Chem16. I got a higher score than the guy I copied answers from. Something died inside me and I knew I can never do anything similar ever again. Till now.

Now, more than ever, UPs bracketing system is at its most essential. Families who can afford UP, who purposely avail of lower brackets are SICKENING.

I cannot relate to this shit. I cannot understand it at all - this blatant abuse of privilege, this mockery of the system, this corruption at its very core. The very youth who are supposed to become our leaders -

FEATURE: Cutting down the loan line

Lines are nothing new to students from the University of the Philippines.

Dubbed as the University of Pila, an abundance of long, seemingly never-ending lines crowd UP offices especially during enrolment, with spirals of students lining up for an elusive subject, or falling into yet another maze for tuition payment.

But there is another line that dictates a student’s stay in the University – the lifeline of students who can’t afford to settle their semestral dues on time. It fills the otherwise empty corridors of Vinzons Hall with anxious faces, hoping they get called in before cut-off time.

This is the loan line.

No other option

John Morillo is a graduating student from the College of Science. Since freshman year, he has always been assigned under bracket E1 of the Socialized Tuition and Financial Assistance Program (STFAP).

Under the STFAP scheme, a student belongs to the E1 bracket if his family’s total yearly income ranges from P80,001 to P135,000.

Although students under Bracket E1 no longer have to pay for their tuition, John still seeks help for his other dues and expenses for the rest of the semester, such as class requirements and his daily allowance.

John recounts that loan lines are one of the longest during enrolment, with each application requiring very detailed information similar to the 13-page STFAP form.

Recently though, he says that getting a loan approved is a lot easier and faster. The Loan Board only asks for a copy of the student’s photo, Form 5 and a note from a guarantor, along with two valid IDs – nothing like an intense interrogation, John says.

However, the entire process becomes a headache just before the following semester.

The loan, along with a six percent interest, must be paid in full one month before finals week. If not, students will be tagged as ineligible in their Computerized Registration System (CRS) accounts, which will affect the otherwise smooth flow of their next enrolment.

Students are also not allowed to file a new loan unless the previous loan has been settled.

It did not help, either, when John was tagged as bracket B this semester after the delayed results of the second batch of STFAP applications, which were only released during the second day of the registration period.

At the cost of P1000 per unit, there is no way John can afford the tuition fee, with only his mother shouldering their daily expenses.

Thankfully, his real bracket appeared a day before the registration period ended.

This year, John shares that the loan line has become less brutal and a lot easier compared to the other years that he has lined up for it.

“Madali naman ang pila, kahit mahaba,”he said.“Parang yung pila ‘pag nagbabayad sa enrolment (The line moves fast, even though it is long. It’s like the line during payment in enrolment).”

Towards accessible education

On May 31, UP President Alfredo Pascual issued an executive order which allows the heads of various UP units to grant a bigger amount for student loan applications to ensure a more accessible education.

This was the result of the approval of the University’s policy, which says that “no qualified UP student shall be denied access to quality education due to financial incapacity.”

All chancellors were then authorized to approve loans to as much as 100 percent of assessed fees, and to grant appeals made to the Student Loan Board – but only on a “case-by-case basis.”

Prior to this order, students can only borrow 70 to 85 percent of their total assessed fees, leaving them still scrambling for resources to pay the remaining amount.

However, the six percent annual interest for loans still stands, and the sum must be settled by the second week of September.

According to Ma. Corazon Tan, Vice Chancellor for Student Affairs, the move to allow full loans may have come from the student uproar following KristelTejada’s death a few months back, as various groups lobbied for a more accessible UP.

Last March, Kristel Tejada, a UP Manila freshman, committed suicide allegedly because she was asked to file a leave of absence (LOA) due to her unsettled tuition and loan fees. Her death sparked various mobilizations from student groups, asking for the abolition of the “forced LOA” policy in UPM and other provisions in the Student Code.

Tan also said that there are currently a few provisions in the UP Code which are questionable, such as those which do not allow students to enter the University unless their fees are paid in full.

“It goes against the very essence of UP, especially [against] the financially disadvantaged sectors of the country,” Tan shares, saying that her office aims to fully revoke such provisions.

The Office of the Student Regent also said in a statement that the order was brought about by the pressure from the UP community to revise existing rules to best respond to the situation of students.

Even prior to Tejada’s death, the Office of Scholarships and Student Services (OSSS) proposed a new STFAP scheme which would ideally lessen the burden of applying for lower tuition fee rates.

Filed January 25, the 51-page proposal drafted by former OSSS Officer-in-Charge Richard Philip Gonzalo adjusts the measures for STFAP bracketing.

The original scheme assigns a student to a bracket based solely on his or her family’s annual gross income. The proposed revision will look into a student’s socio-economic classification, or one’s “means to afford the costs” of a UP education.

The proposed amendments also provide more benefits to students from lower brackets, giving monthly stipends, lodging, book and grade-based allowances on top of free or discounted tuition rates.

These reforms, however, remains on hold after the Board of Regents deferred voting on the matter in their April 12 meeting.

Not a debt sentence

While students lining up in enlistment and payment centers may go with luck alone, others can only dream of the accessible education UP promises to offer while waiting in the loan line.

John envisions a day where loans and STFAP lines no longer exist, and when the sole determinant of staying a UP student lies on passing the necessary exams.

While he is thankful for the new loan policy, John couldn’t simply shake off the burden of paying the loan later in the semester.

“Merong improvements [sa proseso ng loan], but the point is hindi na kasi dapat inuutang ang edukasyon,” he said. (There are improvements [in the loan process], but the point is that education should not be loaned).”

About STFAP at ang mga hinanaing ko

Kainis ha. Yung post dun sa overheard tungkol sa middle class at lower class. Dun sa bracket A at lower brackets.. So kapag bracket A wala ka ng pakialam sa mga isyu sa UP? Purke't bracket A ka, matapobre at mayabang ka na agad? Purke't 1m above ang annual ng parents mo, eh dapat sobrang taas na rin ng binabayaran mo sa eskwela?

Hindi naman namin kasalanan na sobrang taas ng nakalagay sa ITR ng mga magulang namin pero kulang na kulang pa yun sa mga bills na binabayaran. Hindi naman namin kasalanan na nasa sobrang taas ng mga bayarin namin sa bahay diba. Kulang na kulang pa nga halos lahat ng sweldo ng mga magulang ko para sa pambayad ng kung ano ano eh. Hindi ba't, kapag mas mataas ang natatanggap, mas mataas rin ang nakukuha ng iba? Hindi ba proportional yun? Mataas sweldo, mataas tax. Mataas sweldo, madaming gamit, malaking pamilya, malaking konsumo sa kuryente, maraming pagkaing dapat bilhin, maraming damit, maraming lahat?

Baka gusto niyo pa kaming sisihin dahil 3 kaming nag-aaral pa sa pamilya at yung dalawa kong kapatid eh nasa pribadong paaralan dahil ayaw namin na nasa pampubliko sila? Baka gusto niyo pang idiin samin yung maayos na bahay na binili namin dahil takot na kaming malunod sa baha at kasalukuyang binabayaran pa nga namin to? Oh baka naman gusto niyong  ibenta pa yung mga laptop na binili ng tatay ko dahil hirap kami sa iisang computer lang dahil, inuulit ko, 3 kaming magkakapatid? Oh baka pati yung braces ko gusto niyo na ring tanggalin, kung sabagay pwede pa tong ipakilo diba? Baka naman pati yung iba pa naming gamit sa bahay na sinasabi niyong "pang-mayaman" eh dapat na naming itapon o ibenta para may pang-tuition ako?

Ano ba pang mga dapat kong gawin para man lang mapunta sa mababang bracket sa STFAP na yan? Hindi pa ba sapat na pumasa ka sa eskwelahan na maganda, napatunayan mo na karapat-dapat ka, para man lang makakuha ng mababang tuition dahil gusto mo rin namang tulungan yung mga magulang mong naghihirap na kakatrabaho para lang pag-aralin ka? Hindi ba isang eskwelahan na hawak ng gobyerno ang UP... Pero bakit tila mas malaki pa binayaran ko kesa sa ibang mga eskwelahan na pribado na? 

Bakit sobrang nandidiri kayo sa mga Bracket A.. Eh ang gusto lang naman nila eh makapag-aral na maliit lang ang binabayaran, dahil kagaya nga ng sinabi ko, eh hawak ng pamahalaan ang paaralan natin? Bakit grabe ang pag-sstereotype niyo sa mga taong mas nakakaangat ang buhay kesa sa inyo? Bakit feeling nung mga nasa lower bracket eh sila lang yung may karapatang mag-aral dyan sa UP, kaya kung mang-alipusta ng mga mas matataas ang bracket kesa sa kanila, eh feeling nila sila lang mga pumasa ng UPCAT? Nasasaktan lang talaga ko.

It's sad to see that in a university that is proud of its acceptance for diversity, perceived disparity still reigns as one of the fuels for conflict. Honestly, is it that hard to get along? No labels. No preconceived notions on the other party. No judgments.
