My reply to an Iskolar ng Bayan who still wants to justify STS
Hello! Hindi to hate comment, actually informative to at may bahid ng pag-ibig #charot Gusto ko lang i-historicize na noong ipinatupad ang STFAP. According to the UP administration’s 1989 primer, the STFAP adheres to the following objectives: to “reduce the large state subsidy” and “increase the total UP income from tuition and other fees.” After approval, tuition at flat-rate of P 40 per unit rose to P 300 per unit. Come 2006, UP President Emerlinda Roman formed a committee to revise the STFAP.The result: from P 300 per unit to P 1,000 per unit. Noong 2012, Bracket B Certification – 1,000 per unit naging 1,500 per unit ang base tuition for Batch 2011 above. So ayan, 2014, e di STFAP naging STS, 1,500 per unit to all batches. The University then resorts to austerity measures that hamper the improvement of UP's quality. Kahit sabihing kuhanin natin from tuition ang funds for improvement, hindi sapat. :) "..or further state funding can compensate for that." - E di iyun, sana nagets mo na dapat talaga from the state and hindi bulsa natin. Besides, pare-parehas tayong nagbabayad ng tax (E-VAT) My points are medyo simple naman to counter or enforce your points din :) 1. Hindi lang naman education ang inaatupag ng UP eh. - Oo nandiyan ang mga research na hindi na kayang pondohan dahil nga walang budget. UP is already a national research university. The government looks to UP for things related to S&T, like yung sa Cocolisap, etc. Tandaan na 18 bilyon ang hinihingi taun-taon ng UP sa gobyerno, tapos wala pa sa kalahati ang inaalocate sa atin. Paano na ang ibang inaatupag ng UP diba? e di siyempre internally generated yan, or in short, galing sa atin :) 2. Hindi lang UP ang pinapag-aral ng gobyerno - Oo nandiyan ang PUP, PNU, etc. etc. at pare-pareho lang na may budget cuts. Tapos siyempre primary and secondary education, tapos nandun ang problema sa mataas na student-teacher ratio nila. Ewan ko, pero naisip ko, 60,000+ ang pinapag-aral ng gobyerno sa PUP, tapos 12 pesos per unit sila. Bakit tayong 55,000+ hindi? Anong meron diba? Oo oo binabayaran tayo ng taxpayer's money, pero diba nga kulang ang binibigay na budget sa atin? Tapos hindi sapat ang internally generated income ng UP to compensate the deficit. Kaya dapat the taxpayers should look at the government and ask "Hoi nagbabayad kami sa edukasyon nila, tapos hindi niyo bibigyan ng budget school nila, tapos sila ipambabayad niyo instead? Kaloka!" 3. Hindi lang edukasyon ang ginagastusan ng bansa - Sa 2015 budget, halos kalahati ay lump sum or discretionary spending ni PNoy, eh bakit hindi na lang i-channel sa edukasyon, kalusugan, pamamahay and other basic social services? Para naman 6% sa edukasyon and so on. Eh kung in good faith pala ang DAP, bakit hindi linaan sa basic social services? 4. If we can provide more socioeconomic justice in our tuition sytem, UP can provide better education quality sa presyong pinoy. - True justice in our tuition system is by democratizing the access to UP Education, by removing the obstacles that limit the access of the poor to education not just to UP but to tertiary education as a whole. Diba UP was reputed before as the school for the poorest of the poor. But tignan natin na dahil tumaas ang tuition pero ang minimum wages ng manggagawa hindi nakahabol. Ang mga mahihirap patuloy na naghihirap, hindi sila nagbebenefit sa economic policies ng govt kaya tayong mga middle-upper class ang nasa UP diba? True justice means that UP not only becomes accessible to the poor, but also gets the budget it direly needs for R&E, Maintenance, etc. etc. In short, kailangan natin tanggalin ang Socialized Tuition System na talagang flawed from the start at indirect form ng pagtaas ng tuition, i-rollback ang tuition para mas maraming mahihirap ang makapasok sa UP, tapos sama-sama nating i-assert ang higher, sufficient state subsidy and budget hindi lang para sa benefit ng students kundi na rin sa nation-building natin. :) Nakikita na natin na may problema talaga sa sistema, at kapag patuloy itong tinatapal, wala din. Nandiyan pa din ang problema sa sistema :) #OoDapatScrap P.S.
