Hey there, thank you for asking. It's awesome that you like Celesteon so much!

Although I drew Celesteon and created its in-progress stage Glimmeon, I did not design it and it doesn't belong to me.

I reached out to @stormcloudquill, the owner/original designer, who was flattered by your ask and gave you permission to get it tattooed. I'm also fine with you using my artwork, whole or altered, for your tattoo. I would love to see how it comes out!
