The Hunger Game Stylists

I imagine this is a year round designation.

At the end of a game cycle, some stylists are fired, some are 'promoted’ to 'more desirable districts’, and new ones are hired. Maybe it’s even a televised design competition?

If you're hired on for the new season, you're given preference on the open districts: 12 is one of the least desirable, but Cinna still selected it upfront vs getting it as the last possible option.

Then the stylists for the new cycle have all year to prepare concepts, sketches, fabric selection, completed costumes ready to be altered to size. -> Logistically there wasn’t enough time for Cinna or any of the stylists to be creating custom designs from scrap in the 24-48 hours between the Reapings and tribute parade. But sizing and style modifications based on your individual tribute seems reasonable.

After the games, all the designs are put on display and auctioned off sometime around the Victory tour.

Cinna as a Rebel

I believe Cinna was part of an ongoing, underground Rebellion all along. The Rebels were working a long game and weren't going to rush into a revolution until all the conditions were right. They were waiting for a catalyst…

Cinna’s goal was to make District 12 memorable regardless of who his tribute was. At the time neither the Districts nor the Capitalites viewed the other as human

Then they pull me from the table, removing the thin robe I've been allowed to wear off and on. I stand there, completely naked, as the three circle me, wielding tweezers to remove any last bits of hair. I know I should be embarrassed, but they're so unlike people that I'm no more self-conscious than if a trio of oddly colored birds were pecking around my feet.

The three step back and admire their work."Excellent! You almost look like a human being now!" says Flavius, and they all laugh.

Cinna's approach to rebellion is connection.

Cinna dresses Katniss in something that the Capitalites will admire (not mock) while strategically keeping her recognizable as Katniss, the girl from the reaping. Cinna presents her as herself, but in a light that the District and Capital citizens will acknowledge as human vs (and interesting)

I believe this was Cinna's plan all along: Endear his tribute to the capital, humanize them, make the Capital citizens wish his tribute wasn't headed to their demise.
