This is SweetSea, a very short lived toy line by Tomy from 1985 that also had a TV movie by the same name. The reasoning why SweetSea was unable to continue was due to a lawsuit from the toy company Kenner against Tomy for looking too similar to a toy line Kenner had called Seawees or something.

I discovered this cutie last year and she’s honestly adorable and the movie is very well animated.
