I know the first time you play it, you have to give it a few sim days before it will generate the festival.

What hairstyle does Otis have? It’s cute! Is it a download, or is it from the game/one of the EP/SPs?
It is actually from supernatural! But, I know a couple simblrs have extracted and retextured it and put it up for download. I know there's one i-like-teh-sims did in this hair pack here http://i-like-teh-sims.tumblr.com/post/37093217828/ilts-2012-advent-03-on-the-third-blah-blah-blah
Sims 3 on PC. When I go to my Sims' Inventory, it won't let me drag things in/out, delete them/sell for $, etc. The same is true for the Family Inventory, & I just discovered, the fridge when I open it. I've tried Googling for help, but come up empty. I've tried clearing my caches, even taking out all of my CC/Mods folder. I d/led the Dashboard, but it couldn't find anything. I'm not hugely tech-savvy, so I don't know what else to do. =/
This is a known issue since patch 1.8 and there is no known solution, nor has EA addressed this problem. It appears to be a problem caused by an overly full inventory though sometimes it seems to be rather random.
Two work-arounds I have found on the internet were to (1) exit to Main Menu then return to the save and try again and (2) sims with items stuck in their inventory appear to be able to transfer items to chests so try buying a chest via buydebug, then transfer some items from your sim's inventory. You might be able to sell items at the grocery store as well, so that could be worth trying. It might just jog something. Hopefully once you free up some room you will be able to move items out of the fridge as well. I'm not sure if this would help with your family inventory issue.
