short answer: yes

long answer: i really like the idea of robin linking them on accident! i also have this other idea of robin’s telempathy being completely unique to her (like kali). all of brenner’s other test subjects have telekinesis and limited telepathic power, so robin’s powers are very under researched and little is known about its capabilities. robin knows even less about them.

i’ve been thinking of how she reads minds as setting up a secure “channel” between her consciousness and someone else’s, but as far as robin knows it’s a one way street. she can read the person’s mind but they can’t read hers. at least, that’s how she thinks it works. turns out, in moments of extreme vulnerability and/or intimacy with someone she trusts profoundly, she can establish a permanent two-way channel with someone.

so for that reason, i can see robin accidentally linking them in her coming out scene in s3 !! however, i think it’s something that gets progressively stronger. el’s been in the lab for the majority of her life, and has had all that time to develop her powers, while robin has had no way to properly develop hers. so the link starts out subtly, she can sense steve’s emotions more often and stronger than usual, and then one day she can hear him thinking in her head, something along those lines ykwim??

behold ! telempath robin !!1!

Robin thinks she’s dying. She’s dying and she’s gone to hell because the screams of the damned surround her. She’s dead and hell isn't real because she sees nothing and can only hear, can only feel and feel and feel. There’s a pain stabbing through her chest and ripping through her limbs. Her head is pounding, and there’s sharp, spiking, aches like someone is hammering a stake through her cranium. People are crying. They’re screaming. They’re wailing. They’re dying all around her, and that’s all there is. Anguish fueling noise and emotion, and Robin can’t tell whether or not she’s a part of the infinite screaming because the cacophony of death is made up of all of its victim’s agonies, and she’s just another corpse lying in the inky blackness that is her own personal hell.
