well, personally i think it depends on the mun! generally though, a smaller cast might be more practical, as it allows for a more in-depth exploration of each character. it also keeps things neater.

buuuuut i have chronic can't-stop-making-ocs disease, so there's no way i'm about to follow my own advice there! just have fun is my final verdict!
