In s1 of Legends, the Time Masters clearly don't think humanity can repel the Thanagarians without Savage. Yet Eobard states he comes from a distinguished family, and he would have been an adult after the time of Savage's empire.

Clearly, in the original timeline it was the Thawnes who managed to get humanity to repel the Invaders, and it helped cement them as a powerful family.
