Touka has physically hit, punched, and harmed Kaneki more than anyone after becoming friends with him.
Even without knowing he was abused by his mother, that’s not okay. Hitting the ones you love is a terrible, damaging ‘tsundere’ trope--even worse when inflicted on an abuse survivor.
Touka left Kaneki to the CCG knowing full well how little they value their own agent’s lives just because he appeared to be happy, and because she was projecting some sort of ‘If he wants to come back he will’ mentality on someone who had gone through huge amounts of psychological trauma and had amnesia.
Touka tried to convince Shuu to stop his efforts to return Kaneki’s memories, again knowing what the CCG allow to happen to their own people, removing any sort of choice Kaneki could have had in the matter.
Touka probably knew Akira shot Kaneki in the head when they deemed him 'out of control' because she was in contact with Nishiki the entire time. She still left him with the CCG and told Tsukiyama to stay away.
Kaneki has spoken with Touka less than any other major character.
Seriously, he's spent more time with Nishiki at this point.
Touka's first proper reaction to his return were to punch him to the ground.
Touka proposes that they should have sex in their first proper conversation since his return. Not date, but have sex.
Touka believes this is a good idea based solely on looks he gave her while he had amnesia.
Kaneki's first thought on the two of them engaging in sex is how 'vulgar' that would be.
I wonder what the relationship between the garden, V and the CCG is. I don't think there is a perfect coincidence between V and CCG, but V is definately involved in some of the CCG darkest secrets. The garden is linked to V as well, but in which way? Are all the people from the garden linked to V? Even Ihei and Shao? I doubt it. Plus, was Kaiko part of the garden as well? And about V and the CCG why did Furuta need to kill those doves to cover his identity up (it's true that F. is a mystery)?

Yeah, I think V has its hands in all the darkest parts of the CCG. They may not be actually the same organization - but I’d be surprised if Tsuneyoshi Washuu is unaware of V’s existence. I’d be willing to bet Kaiko’s been to the Washuu estate once or twice.The fact that the existence of the Garden as a special education facility for talented young children who later enter the CCG as Investigators is common knowledge probably means that part of it does serve that purpose. That’s probably the part that Ihei and Xiao went through. But the CCG nominally exists to kill ghouls, and you know, they were totally working on making half-ghouls there for a bit, and that’s just the darkest secret Shinohara knew. So there’s a darker side to everything. I assume the Garden is no different.Whether that darker side is where Furuta comes from or where Kaiko worked, or what, I don’t know. As for why Furuta needed to kill those Doves and break cover, it’s unclear still because we still don’t know all of his loyalties and in what order he ranks them, and who knows which ones.
But it’s pretty clear that Furuta is lying about his combat prowess and abilities to most of the CCG. He has kept his rank artificially low, probably to fly under the radar. Seeing as he works at V with The Great Arima Kishou, I imagine this might be on the behest of V. But that doesn’t mean they want to lose him as an agent, and it certainly doesn’t mean he wants to die for it. And Matsumae was going to kill all of them because the other members of his squad were no match and his persona was too incompetent.The way to keep his own cover and his artificially low rank was to make it look like he barely escaped with his own life and got lucky making it out at all. This means everyone else has to be dead.
Why he did it the way he did is probably because Furuta is a cheeky bastard who likes gallows humor and is made of Sin. He also might be a Clown, and c’mon. That joke practically made itself. Stand behind me? C’mon.
