It isn’t clear if Ted knows. Robin told him the reason why Kevin un-proposed, but not specifically that she can’t have kids.

Robin: "But he couldn't look past this. I mean, who could."

I don't know... I see where you're coming from, but I kind of took it to mean she told him everything.
