Legend has it that there is a 4th river flowing deep beneath the city of Pittsburgh. Rumor has it that the 4th River Music Collective crew (https://4thrivermusiccollective.bandcamp.com) found this river, drank it’s slimy and polluted contents, became a folk-punk international touring machine, and then gave Pittsburgh this festival as a gift.
