I... would like to know the circumstances of how Alucard got locked in the basement.

Like, the wiki says that Arthur Hellsing decided that using Alucard to hunt low-level vampires was like using radiation/chemotherapy on a case of the sneezes (not word-for-word, but you know) and he locked him in the basement.

But what I wanna know is...how did he even go about doing that? Did he just order Alucard into the basement and tell him not to come out? If he was really that compliant, then why was he in a straight jacket and fucking bolted to the wall while the door was bolted shut like some kind of ultra-strength bank vault in a spy movie? Was Arthur secretly trying to kill him? Or did he just forget about him down there? But if he wanted to kill him or forgot how come he expressly told Integra to go to the basement if she was ever in danger?
