I’ve heard it twice now from a podcast where the host have some issue with Thirteen getting mad at the general for destroying the Sontarans ships, which I find a bit ironic since most people were mad at Obi-Wan when he pulled the same thing on a few robot soldiers. 

One reason why I’m not fussed in Star Wars about it, is because its a whole different universe with possibly, different laws of war. 

The Whoverse, on the other hand, is close enough to our universe to share similar laws. Also, in Who there is a governing galactic/universal body that enact and enforce laws of war that even Sontarans know, if not follow, — The Shadow Proclamation. 

My headcanon is that the Shadow Proclamation was probably formed after the Dalek-Time Lord Time War. This was the bloodiest war the universe had ever seen and it was enough to make various alien factions that wouldn’t have agreed on anything, to form rules and conducts about war.  

Second, one of the reasons why I’m a bit on the Doctor’s side on this, is that if word got around the Doctor goes back on their word about letting an army flee. No one would believe the Doctor anymore, and would call the Doctor’s bluff and force the Doctor to really do a genocide. 

The Doctor’s offer to let people live if the army/villain retreats is the Doctor’s biggest ace. The more armies think they don’t have a chance either way, might result in the people the Doctor’s trying to stop to go full suicide mission on her. 

In regards to the Sycorax, I agreed with Harriet Jones, and that’s because Harriet Jones knew precisely the threats Earth would be facing and she was ready for it. Harriet wanted the message that Earth is protected with or without the Doctor. 

The general, on the other hand, just wanted to assuage his guilt and be vengeful. He was doing things beyond his understanding, and luckily time will reset for him (but not, I wager, all the dead in that battlefield) and this would be just an echo of a memory. 

But the Sontarans will know the Doctor was an enemy combatant and probably file this away in some future Sontarans database.

Doctor Who is so fucking ridiculous, it’s really quite nice

An AU of an AU of an AU that I’m NOT writing. If I do tell this story, it’ll be in this format XD

The idea comes from babbling with @avidreaderffn and @standinshadowedsilence (and @nerdsbianhokie I think??) about the Infinity Stones being Zeo Crystals without a planet, per the Power Rangers ‘17 movie. In which Sam Danvers is SHIELD while her twin is DEO; Maggie is the Green Power Ranger as well as Maria’s estranged fraternal twin; and everyone’s secret identity is out of the bag when an adopted Asgardian destroys the alliance between The Nine Realms and Ranger Corps.

(The Shadow Proclamation is stolen from Doctor Who, which will def not play a part in this because Hi, already mixing three universes together.)

What is the Shadow Proclamation and how bad is it that Loki broke it?

In Doctor Who, they’re the space police that uphold the Galactic Law. For the sake of the fic, it’s more an actual rule than an entity. The alliance between the Nine Realms and Ranger Corps is separate, and more of a “we’ll deal with our shit, you deal with yours, but yell if you need us” kinda thing. Loki has no idea what the Shadow Proclamation is, it’s Maggie who comes in with the knowledge.The Shadow Proclamation is the lie the Ranger Corps tells the rest of the Universe about the Infinity Stones. The Ranger Corps would be the only active intergalactic force. (Xandar is said to be in the Andromeda galaxy, and probably Hala as well, but NOPE I’m having them all in the Milky Way for this.) Anyway, the lie is this:

The Infinity Stones are one of a kind. They are the most powerful objects in the universe, created at the dawn of Everything. There is nothing else like them.

The truth is this: An “Infinity Stone” is created when a Zeo Crystal is removed from its planet. This only happens when Rangers fail to protect the Crystal that chose them. In the Milky Way, this has happened only six times very long, long ago. 

The Ranger Corps started to perpetuate the lie to keep even more people from trying to remove Zeo Crystals from planets. The Corps called it the Shadow Proclamation and every Ranger is sworn to tell only that particular lie. If anyone were to ask what happens to Zeo Crystals when removed from planets, the Rangers were free to tell whatever wild tale that would discourage further questioning. (Maggie and her team like to just ask what someone thinks will happen when a massive source of power is removed from the place bleeding off all that power into a useable, stable energy.)

The removed Zeo Crystals are then warped by the intent of the one who removed them. Eventually the Ranger Corps deals with the threat and either hides the Stone or lets people deal with it as they see fit. The Power Stone was placed in a temple, the Aether was created for the Reality Stone, and so on. The Ranger Corps an eye on things, but they can’t police everyone all the time. The Corps specifically deals with threats to Zeo Crystals and nothing else. Plus, having Rangers focus on these six items only increases the desirability of the Stones. 

Since the Ranger Corps are the only ones capable of communicating and moving between galaxies, it’s the same lie in every galaxy. The Shadow Proclamation is the Fourth Rule.

Never use your powers for personal gain.Never escalate a fight unless forced.Never reveal your identity as a Power Ranger.

Never let anyone know just how easy it is to make an Infinity Stone.

Standing Trial, Pt.2: PT2: The Doctor confesses to being guilty, (he's under no illusions as to what he's done), and he's READY to take on whatever punishmemt they deem fit. BUT, during his confession, he explained why did what he did, and the Shadow Proclamation let him go - but he's still labelled a war criminal

It's basically like that episode of MASH where Henry is courtmarshalled and he admits to everything, but is acquitted because it was done for the right reasons

Also the Shadow Proclamation! They haven't mentioned the Shadow Proclamation since Matt's first episode in 2010 so it was nice to see them back!
