It's specifically the WHITE king's scepter that triggers the Reckoning, since it's supposed to only happen when black (inevitably) beats white (and the black king gets his hands on the white scepter)
Actually, it's specifically the White King's Scepter that controls the Reckoning: when Black inevitably defeats White, The Black King grabs the White King's scepter and sends the meteors to destroy the Battlefield... Only Jack is the one who performed that role instead. Why is it that black HAS to win? Well, there's your answer: how else would the kids arrive?
I believe Karkat mentioned that the Reckoning is a power specifically tied to the White King's Scepter. That's why the Dersites have to win (and eventually always win) on the Battlefield, because that's when they have the opportunity to start the meteor shower, seeding the planet with the players for the game to eventually begin. In a "normal game" the White King would be killed or captured to get the scepter.
