如果要用一句話概括台灣現在的制度走向，大致可以是這樣： 退休制度愈來愈美國化，社會福利敘事想學歐洲，稅制與財政現實卻停在東亞式低稅。 這三個方向本來就難以同時成立，但台灣選擇三邊都沾一點，結果不是走向某種清楚的終點，而是被鎖在一個誰也負不起完整責任的中間狀態。  退休制度：已經在走美國的路  從退休這一塊看，台灣的方向其實非常明確。 勞保年金的財務問題談了十幾年，每一次改革都在同一組選項裡調整：延後退休、調高費率、調低給付。真正傳遞出來的訊息是： 勞保的功能，只剩下「避免最底層老年貧窮」，而不是提供一個可以安心依賴的退休生活。 勞退新制採確定提撥制，帳戶個人化、提撥比例固定，但最終能領多少完全取決於工時長短、投資報酬率與壽命風險。國家與雇主的義務，只是定期「把錢丟進去」，不再為最終結果負責。 退休從「確定給付」變成「確定提撥」，風險乾淨俐落地移轉給個人。 接下來的一切就順理成章：…
