#75: He uses the TCE as his sonic screwdriver!
The Doctor's most notable gadget, the sonic screwdriver, functions as a great plot device. It does whatever the story needs it to do, unless the plot demands that it fail, in which case it does. It's recognizable, iconic, and a source of humor.
The Spymaster's TCE operates the same way. It starts off as a Tissue Compression Eliminator for killing people by reducing them rapidly in size: an "incredible shrinking device," as he announces it in the gif below from Spyfall II.
By Ascension of the Cybermen/The Timeless Children, however, the TCE has become multipurpose. It seems to work as a communications device between the Spymaster and the Cyber people. He can check messages on it...
He can also apparently use it to video chat with Ashad through its hologram projection capabilities.
Note that it's not fully clear that he's using the TCE for smartphone-like purposes in the previous two clips. However, the TCE's expanded abilities in The Power of the Doctor suggest that he's always upgrading the device. Therefore I like to assume that it is all the same device.
The Power of the Doctor introduces two new abilities of the TCE. First, it can reverse tissue compression, enlarging and revivifying its former victims [below]!
Second [and most hilariously], it acts as a universal remote control to trigger the lights and sound for the Spymaster's gloating Ra-Ra-Rasputin dance.

So here’s a funny story to lighten the mood: a while ago, I made a sketch for a Tissue Compression Eliminator, exactly like the one Roger Delgado used in Terror of the Autons. On February 27th, I found the perfect flashlight to build it around, and it never arrived - until finally, last Thursday evening, I got an email telling me that it had just shipped out. Fortunately, the post office is somewhat quicker than that company; it arrived Friday, only to find that nobody was watching the door. So it went back to the Post Office and I got a nice card telling me that I could get it there at my leisure. But now, finally, I have the flashlight, and can finally proceed to build the perfect weapon to kill that meddling Doctor with perfect toy to show off to all of my friends.
And kill that meddling Doctor with. Hey, a narcissistic megalomaniac with delusions of grandeur’s got to have priorities, right?
