and to say it doesn't make sense for iemitsu to be on the same level or even stronger than xanxus or byakuran... how do you think he's able to survive until now, moving as the 9th boss's shadow independently (which is the exact same position alaudi had, and he is The Strongest Lone Army of the first generation guardian)? of course because not only is he strong, but he's intelligent enough to use his power when necessary.

and from the battle with iemitsu, reborn himself reveals that tsuna isn't weaker than him, but tsuna is just the kind of person that needs to learn from his mistake before he can realize his own potential and become stronger. reborn himself said before in the previous chapter that tsuna has become too comfortable depending on his hyper dying will and forgetting that true dying will is to prepare to use your whole body to fight, even if it'll break in the process

so no, if anything, tsuna will not always be weaker than iemitsu, he will surpassed his dad someday, but the first step to do it is to acknowledge iemitsu as a strong fighter, and not just the loser dad who do nothing but laze around at home lol
