Most of the time, Section 31 could get whatever and whoever it needed with a few nudges here and there- convincing the right people to move to the right place at the right time. All very under the radar and not at all suspicious. But sometimes you needed to move a little faster then the wheels of the universe and that’s how you end up with kidnapped Federation doctors.
The mind probe was the problem- it kept melting brains before all the required information could be properly extracted. Inconvenient. His crew and the very ship they were on (his trusty Wayfinder) was under a holo-disguise so that they could return the doctor when they had finished usage of him and he’d be none the wiser for knowing who he had helped.
He hadn’t been part of the extraction team, but they’d needed to threaten Leonard’s precious little child to get him to go with them, which increased the need to ensure none of them broke character. “Hello, Dr. McCoy,” Leland greeted in Andorian accented Standard as he casually walked into the room where they were holding the doctor, “I hope you’ve found your accommodations to your liking. We’re very eager to have you working with us.” The cover story was rogue Andorian faction working off of stolen Federation and Vulcan technology- they had no qualms about the occasional death in pursuit of their goals. “Are you ready to cooperate?” Leland didn’t bother to offer a smile- this particular hologram didn’t look pleasant when it attempted to smile.

“it’s the only way.” that much he’s sure of. it’s as far from an ideal situation as they can get - and isn’t that becoming alarmingly normal - but they need to be able to roll with it. “unless the enterprise can get back in contact, we’re on our own, bones. survival needs to be priority.”
