According to Todd Litman at the Victorian Transport Policy Institute, as many as 20 bicycles can fit "in the space required by one car."

Note that he is not talking about how many bikes can fit into "one parking spot," which is a smaller number (12). But the "space required by one car" also needs access lanes and driveways in addition to the actual parking spot. The number is taken from his research on parking costs from August 2013.

One of his newest research papers is "Evaluating Active Transport Benefits and Costs: Guide to Valuing Walking and Cycling Improvements and Encouragement Programs."
